Verbina is a non-governmental, non-political, and nonprofit organization founded in 2001.  The goal of the project is to educate and inform 120 teenage girls coming from vulnerable families from all regions of Moldova about their rights and responsibilities as females and as future citizens of Moldova by organizing a one-week summer camp at the end of June 2004.  The camp will be organized with American Peace Corps volunteers.  The camp will focus on gender roles, cultural diversity, health education, and decision-making.

Protection of Citizens’ Rights is a non-governmental organization with vast experience in publishing legal literature.  The goal of the NGO is to inform the population on their rights in different fields thus building the legal knowledge of the population.  Under this project the NGO intends to raise awareness on the rights of citizens to what regards the medical services in the new conditions, i.e. newly implemented medical insurance system.  The organization will work together with the specialists from a specialized medical publication (Family Doctor) to produce and publish a guide that will contain questions and answers on the most frequent issues.  The guide will be bilingual and will be partly distributed and partly sold in bookstores.

CCIC is a non-governmental organization created in 2000.  The purpose of the project is to involve the youth in the development of local communities.  The NGO will create a network of junior leaders, train them, and have them solve the problems of their communities using the learned skills.  The NGO will organize seminars and trainings for junior leaders, roundtables with mayors and school directors and then will try to establish a partnership among them and solve specific community problems, particularly the ones related to youth and children.  Leaders will have to identify

the problems, locate funds and resources and then develop and implement mini-projects.  The project will result in more informed, better prepared, and more active society members among local youths.

Maetonium is a non-governmental organization aiming at promoting youth involvement in community life.  The project will be implemented in partnership with several other NGOs from the region.  The NGO will organize eight seminars in four villages for twenty participants on gender issues, HIV/AIDS prevention, domestic violence, and human trafficking.  The NGO will also install four information boards in the villages, organize two roundtables, and provide Internet Services.

Center for the Protection of Human Rights in Transistria

The purpose of the project is to support the functioning center for the protection of human rights in Transnistria, monitor the observance of human rights, and offer free information and consultations on human rights.  The grant funds will be used to cover the venue rental, the services of qualified lawyers and legal experts and the costs of a laptop that will contain a database on international and Transnistrian legislation.  The NGO will monitor human rights and publish a bulletin (500 copies) every three months.

In order to stimulate civic participation in Basarabeasca, the NGO will be responsible for conducting town-hall meetings and developing and producing twelve bi-monthly issues of a community newsletter “ETHNO-Plus” which will inform the people in the community about the most pressing social, political and economic issues in Basarabeasca.  Golubka will invite the community members to discuss their views and opinions in a series of public debates on the quality of utilities, quality of the roads, water supply, knowledge of state language, migration, and other important issues. The beneficiaries of the project include the citizenry of Basarbeasca, consumers of municipal services, youth, vulnerable and at-risk families, and local organizations.

The project goal will be reached through organization and broadcasting of 40 radio shows/debates. The programs will be broadcast by the independent station Radio Nova in cooperation with Antena C, and EuroTV.

will end with a creation of a council for a community development which will involve representatives of all social categories and function as an advisory board for the local administration.  The project will result in a plan of actions regarding the implementation of the development strategy in Cricova.

This project benefits from the support provided by the Civic Coalition for Free and Fair Elections, which is a voluntary coalition of nongovernmental organizations from the Republic of Moldova seeking to contribute to ensuring free, fair, transparent and democratic elections in the Parliament of Moldova. Media Agency IMPACT is member of the Civic Coalition for Free and Fair Elections. Among the main partners of the project are 16 local and regional television channels, which expressed their readiness to support activities directed towards producing 336 television programs

based on the following subjects: elections and voter education, short term and long term election monitoring, prevention of electoral violations and promotion of fair and democratic elections.   This project is a premiere on the media market, as well as for the political community and for NGOs  targeting electoral processes in Moldova. Seeking media opportunities to support parliamentary elections and to develop election campaigns and being deprived of access to the Company „Teleradio Moldova”, election actors will benefit, for the first time in Moldova, from media that

is both more effective and more accessible and consequently has a greater impact on voters. Audiovisual media from Moldova will be provided with technical, logistic and legal assistance and these concrete actions will directly contribute to strengthening civil society and to ensuring citizens’ participation in elections, respect of voters’ rights and the principle of equal participation of all candidates in the electoral process.

The monitoring will be performed in accordance to the methodology developed by Oxford Media Research for ARTICLE 19. IJC will train 10 election monitors and carry out monitoring of the print and audiovisual media during the election campaign.

Helsinki Committee for Human Rights

This project will cover the pre- and election campaign period, election day, and a brief post election period. Activities included in this project will meet the Coalition's objectives listed it its Strategic Plan. The project will be divided into three timeframes. The first period will be from September 2004 to January/February 2005, the time where long term observation will be carried out and when long term observers (LTOs) are trained and deployed. The second period will be from January/February 2005 to the date of the elections, most likely in March 2005. During this period the majority of the 2,000 domestic observers will be trained and pre-election reports will be more regularly produced and distributed. The third stage, the period immediately following the election, the consortium will analyze whether necessary changes were made based on recommendations , electoral regularities, or legal disputes. The election monitoring project will receive pro-bono technical assistance from the National Democratic Institute for International Affairs (NDI), via a civic advisor who will assist in the project's design and implementation, including with the organization structure and the training of domestic observers.
